Syrian President Grants General Amnesty, Reduces Sentences

(MENAFN) Ahmad al-Sharaa issued a decree on Wednesday granting a general amnesty for certain crimes and reducing sentences for others, according to an official statement.

The presidency said, “Law No. 39 of 2026 grants a general amnesty for crimes committed before the date of issuance of this decree, in accordance with the provisions set out therein.”

Sentences of life imprisonment or life detention were reduced to temporary terms of up to 20 years. The decree clarified that these reductions do not apply to felonies causing personal harm unless the victim waives their personal rights, noting that compensation alone does not count as a waiver. Victims who have not yet filed claims were given three months from the decree’s issuance to do so; otherwise, the sentence reduction applies.

The decree also provides full exemption from permanent or temporary sentences for individuals with incurable terminal illnesses requiring assistance or for those aged 70 and above, “subject to the conditions and exceptions set forth,” even if their offenses would otherwise be excluded or only partially covered.

The amnesty applies to all misdemeanors and violations, as well as specific felonies under special legislation, including crimes related to narcotics, smuggling, financial oversight, illegal currency operations, subsidized goods smuggling, and consumer protection. It also covers specified felonies committed before December 8, 2024, along with offenses under the Military Penal Code and selected provisions of the Cybercrime Law.
